ACD Calls for Review Under New Executive Order

The Alliance for Chemical Distribution (ACD) sent letters to the U.S. Environmental Protection Agency (EPA), the U.S. Department of Labor (DOL), and the U.S. Department of Homeland Security (DHS) identifying regulations that meet the criteria for review under Executive Order 14219. The order requires agencies to assess rules that impose significant costs, hinder innovation, or burden small businesses.
In its letter to the EPA, ACD President and CEO Eric R. Byer highlighted five regulations, including the Risk Management Program Final Rule and Toxic Substances Control Act Risk Evaluation Framework, which he stated could reduce chemical distribution industry output by $2.16 billion and eliminate 6,722 jobs.
Byer also outlined five DOL regulations, such as the Hazard Communication Standard and Independent Contractor Rule, arguing that they place excessive administrative burdens on employers. In its letter to DHS, ACD called for harmonized cybersecurity reporting requirements to improve efficiency and national security.
